Bay View Plaza Plans Modified - Shopping, Dining, and Office Space

As the end of 2007 rapidly approaches without any apparent progress on the new Bay View Plaza shopping complex, we invited Jeff Rogers of C.W. Clark Construction to speak at the September 18, 2007 meeting of the Morena Business Association to give us an update.

C.W. Clark has teamed with property owner, the Bruce Burgener Family, for a $30 million dollar redevelopment of the 1950s-era shopping center at the corner of Clairemont Drive and Morena Boulevard and bounded by Denver Street and Ingulf Street.

The Bay View Plaza project plan has been simplified, eliminating the residential portion and the two-level parking structure. The latest plans are to build a 62,000-square-foot urban contemporary retail, commercial, and office complex next to the existing 101-room Best Western Mission Bay Hotel. 33,000 square feet of existing facilities will be demolished, including the existing retail buildings, the Jack in the Box, and the car wash.

The design for the project incorporates a long range, pedestrian-friendly orientation. The new design includes a major drug store (probably Longs), a specialty market food store, restaurants, a coffee shop (probably Starbucks), and additional retail shops.

The earlier plan to provide residential space and below-ground parking has been scrapped. The partner responsible for developing residential housing withdrew from the project following the downturn in housing prices and the rise in mortgage rates over the past year.

Jeff Rogers explained that C.W. Clark is currently seeking city approval of the modified Bay View Plaza plan. C.W. Clark has been working with city staff over the past six months to obtain a substantial conformance status with the initial project in lieu of obtaining a project amendment. If the city accepts the substantial conformance submittal soon, Clark & Associates will begin construction between December 2007 and February 2008. The first thing they will do is begin demolishing the existing structures.
